Mr.Farrell belongs to the Hong Kong Telephone Company and is being paid by the Hong Kong and Shanghai Bank. Mr. MoRSE agreed to lend him to us temporarily (and without salary) to help with the telecommunications estimates and indents.
3. I agreed that the Electrical Engineers for telecommunication planning (i) should go to C.S.D because whome soever we borrow from G E C. will be temporary and for work in London only. The other two vacancies seem already to have been in CS.Ds. hands, because for (g) they gave us a list of candidates and I am fairly sure that they already know about Mirams.
I am particularly anxious that action on Mirams should continue as at present since he has had Hong Kong experience.
I had not seen Establishment Branch Notice No.40 and I appreciate your bringing it to my notice.
4. You have suggested that all posts, once they are approved, should be referred to C S.D. to determine whether they have particular candidates. I agree but would suggest that where we have a candidate of our own, other things being equal, he should be given first consideration.

This post was originally included in the Legal Chart of Mr. MacDougall's War Establishment inute of 20.10.44 (when we asked for establishment to be increased to 28). There is some planning to be done on this subject and we will eventually require Mr. Ritchie in the Planning Unit. Consideration of his appointment, however, can wait a little longer.
